The offer is for existing TuneCommand AV owners who have malfunctioning remotes. Only a remote will be sent, not a whole set (Dock and remote), and the remote only works in conjunction with the dock.
If you don't already own the Belkin TuneCommand AV, then this remote has no use value. The 'unknown reason' isn't a clever marketing ploy, it's just customer service for people who already own this Belkin product.
