Kyoto is no step forward.All it will do is push manufacturing to countries where it doesn't apply.I'm not a fan of bombing or the war in Iraq. But I'm also not a fan of making hollow gestures, nor putting yourself at a disadvantage globally.We need to solve the problem for all of us, not threaten each other over it.

"a carbon tax across Europe on imports from nations that have not signed the Kyoto treaty could be imposed to try to force compliance" Chirac has done nothing against pollution - he is basically everywhere the opinion is - ready to change his opinion to follow the OPINION.Nevertheless, to my opinion it is completely fair to tax countries that produce goods or service without thinking on environment effects .. when European companies are obliged to follow such rulesWhy ?- To sell on EU market you must have compliant goods for safety of consumer for example - that's the same for pollution . - because environment costs in the production of good/services is a cost that counts and it has a price ... Not taking this into account is an error and is misleading... => the tax would fix that.. Saying that pollution regulation will destroy American economy is false ... It is not because there are rules that economy collapse ... The economy should take into account every costs into account and pollution id one of them cause de-polluting cost a lot of money - and it is rarely the companies that pollutes that pay - that is YOU that pays at the end.- the tax would oblige companies to change their way of doing business.- the tax could be used to promote green energy- it is normal to define global rules for a global market and for things that affect the world...
