Whilst I do agree with what you say technology is growing far too much for someone to try and come along to halt it for commercial gain. Additionally, what the ISP's don't realise is that they'll be shooting businesses themselves in the foot. Imagine Microsoft trying to sell its Server OS's to users who no longer can compete due to lack of speeds, and imagine the hundreds of thousands of small businesses dying, ruining the lives of millions.To change this, it only takes a vision, and the vision is what we're currently using. Some networking PhD graduates will come along, get hired by some large organisation and reinvent what was the Internet.In fact, I would LOVE to see ISP's try to take out the Internet. Imagine all the kids going nuts because they cannot access their friends IM accounts, and how they can't access their favourite websites. Imagine the millions of angry parents now out of a job because their ex-employers are out of business. The government won't dare take the Internet away because it's become so vital to everyday life. If Net Neutrality is stamped out I can see another 'Internet' being made, but this one being the same. From then on Internet 2 will most likely be shunned and waste colossal amounts of money.

This government legislation will do "The Opposite" of what you think! ~The Internet was "Created Net Neutral" Its only job is to pass packets fast as possible.
