My going theory regarding that particular policy was that it was to prevent video recordings of plane crashes (which most often occur during landing and take off) causing bad publicity for a particular airline.
That's just an assumption that you're making. Perhaps they really do mean "turn it completely off." Unfortunately the airlines are not really clear on that instruction.

I still hate flying. I'd rather take a 20 hour drive to Florida than fly. Just not a fan of heights.
