What if you're in Africa? They are "smart" enough to allow you to believe that they don't know what they're doing when you are the one who doesn't know what they are doing. They are just carrying out their true and secret agenda whilst lying to people who have no idea what that agenda is. The presumption of incompetence is allowed because A) "incompetence" presumes no ill intent and, therefore, keeps the great unwashed from revolting and B) the only alternative is to explain to you what they are really doing--and there's no way they're going to do that.
