why do they have to make a case, if its going to do things like possibly save lives, increase fuel efficiency, etc, shouldn't this have become standard procedure to make an update to the system every couple of years or so, decades ago?
What, sorta like Microsoft updating windows every few years with a "better and more secure" version that introduces more vulnerabilities and headaches?If a system is important and/or complex, you DO NOT WANT to be making changes every few years.If the new system is based on open standards and with much consideration of the future - which I certainly hope it is - it would be less trouble to change incrementally. But it is still a very very BAD idea to make frequent changes to mission-critical infrastructure.
Obviously they are having engine trouble and are forced to land on the road because there are no open fields to land in. Why is wreckosarurus getting dugg down?

Well done FAA. All this leaves me wondering is what the hell took so long and why isn't this in place already?

Why does the government have to pay for it. The airlines do get money from the customers... don't they?
