It is not yet known if Google will use the ratings with other Google services, but this news further confirms that Google are taking aim at eBay and the classifieds market and want to facilitate transactions.

Yes, with any luck it will improve service and prices of paypal, via competition, but It may not catch on as it probably wont be integrated into eBay, which is very strong and well established, and google will struggle to beat it with its own equivalent, Google Base.
