Actually, its called Diggs vs. Buries rating system here. Less like a form of moderation in the traditional sense with hand selected Moderators/higher User-classes, more like a dynamic end-user driven (unrestricted) comment moderation system. Which promotes a level commenting field and equal valued voice for new digg participants.
