The word is that the integrated 9400M framerates are comparable to the X1600 and 7300GT in the older white iMacs and the HD2400XT in the low-end newer one.It's nothing to write home about, but it will run WoW acceptably, as long as you don't try it above 1440x900.

I don't care all that much about size, so once you toss that out then yes I can find a pc that is just as fast as the mac mini and costs less.
