Maybe not that far, but there need to be stiff, harsh penalties for that. Unfortunately, almost nobody is trying to enforce that part of it. Case in point: Someone recorded the NFL's Copyright claim that airs before the beginning of each game. Only that. She posted it on YouTube as a criticism, in an obvious exercise of Fair Use. The NFL issued a DMCA takedown. She then issued the Counter-Notice that it was Fair Use, and YouTube restored the video after the requisite time period. Now the DMCA says that if the NFL doesn't agree with this, their only recourse is to sue for Copyright Infringement. Instead, they simply issued another DMCA takedown.

No, the DMCA is a horribly flawed law, that actually encourages abuse by large rights holders, and should never have been put on the books. If you actually had educated yourself about the law, and not simply read the talking points put forward by the content and IP industry, you would know that. Copyright law is a necessary evil in today's society, but it needs to be balanced between the rights of creators, and the rights of consumers.
