On the assumption that every computer on the 'net has an equal chance of being infected and becoming part of a spam botnet, this graph (for the most part) makes perfect sense. Looking at both extemes, the US and China both have a significantly larger computing population than, say, Romania and Japan.

Seriously, I run my own email server, so when I sign up for an account anywhere I use an account with the name of the location that I signed up for the account at. This helps me to find out who sells my info, and allows me to delete my spammy email addresses and discontinue dealing with organizations that have sold me out.
