It took about 18 months to build in 1930-31, and was finished about a month ahead of schedule and $5 million under budget. Can anyone give me a good reason why the WTC site is still basically a hole in the ground?

Did a lot of people die? I mean they have no harnesses or nothing, and I was always scared to look at pictures of these people so high in the sky on an unfinished building.
