A fairly simple way to stop clean scanning is to implement RFID tags on cars. Have the testing machinery interrogate the car and then do the test. Pretty simple.

Because no one could ever switch RFID tags the way criminals do all the time with license plates, driver's licenses, computer passwords, etc.?
