it turns out that the phallus develops just for the brief mating season each year. They don't yet know why. In any event, Donald being apparently a domestic(ated) duck, may not be a member of a species that developed this requirement due to multiple forced extra pair copulations (i.e., rapes) -- maybe that's why he's Disney's kind of duck -- heck, all of America's kind of duck.
