claiming that "all asians are good at math or know martial arts" is a stereotype. is it a negative stereotype? no. is it racist? yes.claiming that "all black people can dance or play basketball well" is a stereotype. is it a negative stereotype? no. is it racist? yes.claiming that "all white people have no real problems succeeding since they aren't minorities" is a stereotype. is it a negative stereotype? no. is it racist? yes.using positive stereotypes may not be as offensive to some, especially if used in a joking context. however, any stereotype whether positive or negative will upset someone. if a stereotype upsets or offends someone anywhere of that race, it is in fact racist.

I think you missed vSuperLuminal's point. He was not saying that using derogatory statements is not racist. I believe he/she was simply talking using the term "black" in normal non discriminatory statements. Such as, "Jenny is the short black girl working on the third floor." The statement itself is not derogatory, but when a white person uses the term "black" to describe someone, it is often considered racist. Should a black person say the reverse statement, "Jenny is the short white girl working on the third floor", no one would even bat an eye. I think it is silly to think that anyone would agree that derogatory statements towards a particular race is not considered racist.
