I think it might be more of an issue of 21 year olds not knowing their alcohol tolerance properly. I think the drinking age should be lower than the driving age (e.g. drink at 16, drive at 18) so that youth can learn how alcohol disables them before getting into a vehicle.

Technically no because you turn twenty at a certain point in time, and after that you are no longer a teen.

While I agree, current DUI laws are absolutely ridiculous. MADD has taken all common sense out of the equation. I always take a cab even when I've just had a few beers and I'm 100% fine to drive - simply because the cost of a dui adds up to a hell of a lot of cab rides. When the legal limit was actually based on science and not the whimsical feelings of a lobbyist group, the legal limit was .15. I've never had a DUI but the ease of which it can f**k someones life up is almost as bad as being caught with pot. And everyone looks down upon how strict Arizona laws are with drinking and driving. Cops have really cracked down on individuals and I know it has cut down on DUI incidents. Me and my friends are very strict about always having a sober driver after the bars.

Arizona has mandatory jail time for DUI offenders. Do we still have DUIs and drunk driving problems? yeah, but at least we cut down the rate of incidents.
