It's a kind of bulls**t charge which exists to service the prison industrial complex and the war of terror; not unlike the now commonplace police policy of leveling an assault-on-an-officer charge against anyone who fights back when being mauled by a police attack dog. There really is very little a man can do to harm a full size horse without using a weapon, punching or kicking it being especially futile (if indeed such was even the case).
