Why would anyone condone lending based off one's colour of skin? The logical thing to do would have been to look at credit rating and income, and provide a loan which the applicant could repay over time. I don't know the situation specifically, but one can infer the specifics based off your description of it, knowledge of the credit crisis and the long and sometimes brutal history of racism in the United States.
