If only KTorrent had Azureus' autospeed plugin :( Its the only thing that keeps my router from being flooded with the upstream AND dynamically adjusts it to changing ping conditions. If KTorrent had that functionality, I'd SO be there :(
The idea is not to achieve total protection, but to keep your blacklists as up to date as possible so as to GREATLY reduce your chances of connecting to a "bad" IP.
Sure, if you're using BitTorrent, in which case you are correct. If, however, you are using a decentralized network such as Gnutella, it is much more effective. In either case, however, it prevents you from sending them any data, which is what they really need to prove you are sharing files. It's better then nothing.Also, blacklists can also be used to prevent you from connecting to sypware or adware providers. Once you've installed a fitter, you can block anything you want, making them quite useful.
Like marx2k said, having a filter on your internet connection means you can use them to set system-wide IP blocks, not just for your download manager(s). You can use them to block ads, spyware, anything you want. It's essentially an extra firewall.

Super-easy, but they would have concerns about server-load and somebody finding out (somebody would).
