In New York, New York some school districts are polar opposites when compared. The poverty stricken regions of New York have public schools that are on average 90% Black and Hispanic and 10% Asian, White, and Middle Eastern. These underprivileged public schools have to content themselves with whatever personnel is left available, once the best trained have been hired by the more affluent schools. I feel that the way about this is to develop some kind of web internet voting system where a random and representative selection of the voting public would be selected/conscripted to vote on a specific topic of interest. They would then be asked to study the ins and outs of said subject and then vote on it a month later, or a reasonable time scale - according to what THEY felt to be right. It would be voluntary as well so if they wanted to be active in their own government they could be or they can choose to opt out. This way we wont have all the Obamabots electing us someone who probably wont save us or even 'change' anything.If we could work this idea out properly I'm sure we would have a true representative government.

PrincessSalami, you do an excellent job showing correlation. However, causation is what you are implying you've given no evidence of that. Do the poorest places in the US tend to have the worst schools, the worst restaurants, the most ill-kept parks, and the most run-down movie theaters? Yes. Can this be explained without there being a race factor? Again, it's pretty obvious that it can. If I've only got $5 in my pocket, I'm more likely to eat at Taco Bell than Chef Pierre's 5 star restaurant. If a communities tax dollars are thin, they have less to spend on good schools.I agree that the poorest neighborhoods in the country have a far larger percentage of blacks living in them than mere chance would suggest. It is my opinion that this has been caused by historical events, including racism. However, the issue of escaping from poverty and getting a decent education is not a racial one. Regardless of what happened to the parents and grandparents that caused a kid to live in a poor community, that kid is living in that community. If he or she needs a good school to go to and doesn't have one, what difference does it make what race that child is? Rather than focus on black communities, improving education should be aimed at whatever areas have the worst schools. If you and I are right that blacks are disproportionately living in areas with bad schooling, than they'll be equally disproportionately assisted with new schooling. When you focus on all people who have the trait of "having problem X" and aim your aid at those people then whatever groups are more often having the problem end up receiving more of the aid. When you do the usual Democrat thing and note that "People with trait X are more likely than people with trait Y to suffer from problem Z" and thus aim your aid exclusively at people with trait X then you are discriminating against people with trait Y.
