The point being made is that it's an "accident' when it happens to a cop, it's a CRIME when it a suspect does it. But it's still funny to see the laws of physics treat everybody the same!

Thats entirely possible, but the suspect was on the ground in front of him. Its also entirely possible he was moving to tase the guy.
