The article does not even say if the computer cracker knew how to program, and if so what programming skills he had. Cracking and reconfiguring security on a computer and/or network is not a programming skill at all.Frequently, the people programming tools used by crackers are not cracking systems themselves and the tools are not intended for cracking systems. They are intended for monitoring for cracking, logging data to look for problems, encrypting/decrypting data to protect it, etc. Pretty much the opposite of how criminals use it. Pretty much the way a handgun which will billed as a means of "self defense" is used to kill and rob people every day. Except with these particular tools, it is obvious the tool was designed with constructive purposes in mind.I can sort of see how the organization would be tempted to utilize readily available skills they had in house. While the first thing that comes to mind is vetting a person to make give confidence they will not do things you do not want to do, you also want to make sure they can do the things you want them to do in the first place.This article would have been a really interesting read if it identified the inmate's programming skills and they amounted to zilch. Based on passed exploits by computer criminals, that is not unlikely.
