I would like to believe this to be true, although I have good reason to doubt martial law would be effectively resisted. For the sake of argument, imagine a nuclear terrorist incident occurs in a major city. The vast majority of the American people would be scared stupid into accepting whatever the president believed was needed to protect them. The Bush administration could easily scapegoat the anti-war Democrats for having obstructed his ability to safeguard the country. The majority of Americans would remain unmolested by the new measures. As long as you tote the party line and don't rock the boat, you would be permitted to continue to enjoy the bread and circus. Anyone speaking out against the new measures to protect the country from further attack would be branded a traitor, a threat to national security, and duly made an example of. You do remember the ultra-patriotism which followed the 9/11 attacks, right?As for the gun wielding demographic, there is a strong correlation between gun ownership and Bush supporters. Rather than resist martial law, these authoritarian followers would likely line up behind Bush and become his new "brown shirts," believing liberal opposition to Bush enabled the attacks.

You are correct, in that you cannot definitively infer from this evidence that there is a conspiracy at play. The most generous interpretation is that this is more of the administration's excessive secrecy, although you have to admit that it is suspicious, especially when you consider the recent convergence of other measures which point in the same direction. Taken as a whole, I believe the evidence is at least sufficient to elicit some concern and this possibility should be considered.

Was Y2K overblown? Yes. Is the current threat overblown? Possibly. Is it well advised to ignore all dire predictions a priori? Not if you are a responsible citizen, as the current body of evidence is stinking up the place. "Prepare for the worst and hope for the best," seems to be reasonable advice under the current circumstances.
