This really goes to the heart of how rotten the Bush/Cheney administration has been.Executive orders have no right to rewrite laws passed by Congress - the Constitution is absolutely clear on this point. Moreover, Cheney has only very rarely had to cast a tiebreaking vote in the Senate, so there can only be extremely minimal documentation relating to any decisions that might possibly be considered part of the legislative branch.

If these two are not held accountable and allowed to slip away to life a luxury paid for by the US taxpayer, (and a/another!!) - what a wonderful example for 'The Case for Democracy', this will show the waiting World stage.
