Cheney is a blowhard. Loves to send others off to die - probably had a gazillion little plastic army men when he was a kid - so he loves to spout off like he knows something about war. Like most school bullies who like to play the tough guys, but if ever called on to do something hard themselves, they cry or run and hide.
