I think forced apologies are always stupid and meaningless. When your mom makes you apologize for hitting your brother it doesn't make either of you feel better. It's just a dumb way to appease those who like to hear hollow words.However, it's not really "Stalinist." Maybe he's referring to banning factionalism?
