No, it doesn't, but that's Ron Paul's stance. He wants to pass off decisions about civil rights to individual states, including abortion and marriage laws.

I actually agree with Ron Paul on this one. Many people - mostly those in Congress - have forgotten the 10th Amendment even exists. However, the issue of States' Rights was pretty much settled in 1865 with the Federal Government getting the power.

Article One, Section Eight, Clause Eighteen - look it up. You guys represent ONE viewpoint of how the constitution is supposed to be interpreted. Most people disagree with you and that's why Ron Paul isn't gonna be President. Move on.
