The high prices are part of the plan to reduce the worlds population by the elites. Many of the overwealthy have stated a desire to reduce the Earths population by as much as 90%, one going so far as saying that if there was reincarnation he would want to come back as a virus to cull the herd.

Most of these countries DO have arable land that can grow crops. Much of that arable land is fallow or the crops are wasted due to bureaucratic bulls**t. Many of these countries would rather fight wars than grow their own food. They can afford to buy weapons, but not tractors or water purification equipment. Why aren't they asking the US to ship them CONDOMS along with the other handouts?

Not necessarily. If push came to shove alternate fuel sources would be used. For water, you can make drinkable water out of the sea. But it's hard to grow crop in sand.
