I checked the official regulations, and the driver (+equipment) has to weigh 80kg or ballast is added to the car to make up the difference. So much for my brilliant idea of hiring a midget driver...
Why do we keep building cars that run solely on solar power? They have no practical application, and there have been no huge innovations that will allow for mass production within the past 20-25 years... I must just be crazy.
This application of solar technology is completely impractical. What we need and what is being developed is an electric car, with a nice battery bank, where battery exchange stations are in place of gas stations, Have solar panels on your house for modest generation, geothermal heat/cooling provided by the local government --Rather than help the poor with their heating costs, provide them with a more affordable heat bill-- Add mass wind and hydroelectric stations.

Solar cars are absolutely pointless, because you would need perfect drivers. Once a solar cell is broken it cannot be repaired.
