I'm waiting to see which municipality is first to lease out street names like we do stadium names. Think of all the jobs that would be created for sign changers, map makers, GPS database updaters...etc. It would even embellish casual conversation, e.g. "Meet you at the corner of Viagra and Trojan".
so you would rather have them just sitting there, unused and blank, than be used for safety messages? And maybe advertising would help reduce the tax money used for such a project. I'm not saying it's a good idea, just saying your reasoning is borderline retarded.
Do it.Put tight restrictions on the type of content - branding only, no messages which would require reading, only Coca-Cola type labels and charge a bunch for it.Have a couple of speed lines on the highway that suspend operation of the ads when drivers are going between 20-40 mph, as these would be the most likely times to bump the guy in front of you if you stopped paying attention for a second. It's not a question of whether or not to do it, it's a question of how to do it as safely and profitably as possible. This type of advertising will happen within our lifetimes, why not work out the kinks now.

Bulls**t. Under no circumstances should advertizers be allowed to use public school to cull our young into their marketspace.
