If you are focusing on the graphic design, you want it to look nearly identical on every monitor. However, if your site is very informational, I prefer relative layouts.
One nice feature of the new comment system is that you do not have to quote someone else - you can put your comment right under theirs as a reply, where it will be relevent :)
