Unless the goal was to create a never-ending conflict... which is what is suggested by every decision made since the decision to invade... and also suggested by the gobs of money that the people in power made from dragging this out... and by PNAC documents and Brzezinsky's "The Grand Chessboard" outright stating this was a desired goal back in the 90s... but of course, I'm sure it's all just a happy accident.
