Because Americans are too afraid of getting sued by religious wackjobs who complain about hidden messages while totally oblivious to the greater message.
Only on school buses, back in the day, would I not wear one simply because they don't have any (If the bus flips over, little kids need to be able to get out and not be dangling, or something). But yeah, even while parked I'll have it on. Maybe I'm weird.
