The image gives you a 404 error, but If I'm familiar with the weapon you're speaking of it's only designed for crowd control. It's made to make the area feel around 130 degrees, which isn't damaging but would be painful and annoying as hell. I'm sure we've all been outside on one of those days when it's 90+ degrees and the sun is beaming, immediately stepping in the sun it stings and you don't want to do anything except get out and cool off. Now double the effect, and you have a great riot control/peace keeping weapon.
