It's not bad, a lot of features are difficult to find though, if you don't know they're there. Not so easy on the newcomers. However, if they did have massive information balloons telling you where everything was and what it did, it'd be massively overcrowded.

Are you dense? Tagging someone lets them know you're talking about them. By your logic, why would I ever dial a friend's phone number when I could just shout into the air and assume they'll hear me.

I also buried for a crappy title and a description that doesn't even mention Facebook. If it weren't for the word 'tag', I probably wouldn't have guessed Facebook.
