It's impossible to have full CSS 3 support, because much (most?) of the CSS 3 spec hasn't even been written yet. Only a few parts of CSS 3 are currently mature enough for browsers to begin implementing.And Firefox extension support would be impossible without a complete rewrite of Internet Explorer's chrome (the browser UI). Firefox's chrome is written in the same languages that extensions are written in, so extensions hook into Firefox's UI directly in their native formats. Such a thing just isn't realistically possible with IE's current UI infrastructure. The same holds true for Google Chrome, Safari, and Opera.
