@BESTenemyFermilab is not an "American company that was contracted to produce and install the magnets". It is a physics laboratory in the US operated by Universities Research Corp. and overseen by the Department of Energy. It is both a rival and partner with CERN in many areas of high energy particle physics. It has the Tevatron which is a particle accelerator with a 3 mile circumference at its location on Batavia, IL and has been operating since around 1969 (I know as every member of my family has worked there at one time or another). The engineering and scrientific staff of Fermilab are comprised greatly by graduate staudents in physics from highly regarded universities around the world. Most of these people come for limited periods of time, so the problem might lay with the fact that the staff working on the magnets had a lot of turnover. It is still no excuse for any engineering mistakes as it could further hurt their chances of getting funding from the US government in order to stay open.
