news.bbc.co.uk — In an effort to reduce smog concerns ahead of the 2008 Olympic Games, Beijing held a "No Car Day" and drivers were encouraged to leave their cars at home voluntarily. I am in Beijing and I know this worked. From Aug 8th to 11th only half of the traffic was allowed. License plates that ended with an even number were allowed on 8th & 10th while the odd ones were on 9th and 11th.For 4 days, you could actually see blue sky!

When I was in China I heard a variation of this story saying that the gov't was holding a lottery and those that lost weren't allowed to drive for up to 1 year. Seriously that is about what they would need to clean up their act in time for the Olympics.

The weird thing with no car day in China is that if there were no cars, the cycling "infrastructure" for lack of a better word would probably collapse since so many people already rely on the bicycle as their main means of transportation.
