I think it actually has a bit to do with corporate policy, not based on greed but fear of liability from s**t stain lawyers who would encourage the baby's parents to sue the store for emotional distress from being embarrassed by being reported by a store employee. I'm not saying this is likely to happen, just that the corporate training line is "don't get involved in anything". It's an unfortunate side affect of our overly litigious society where [pizza shop] can be sued by the family of a delivery driver who killed during a robbery.

And what if it ends up injuring the baby?There's actually an easier way.. you need to kick the metal adjacent to the window... still honestly in this case I wouldn't go for it... especially if the kid is conscious and looking OK.If he's unconscious or crying like hell it's a different issue entirely, but I don't think it was the case here.
