I'd understand what you're saying if Libby were pardoned, but he wasn't. Though perhaps a subtle difference, the verdict is still intact, it's the imprisonment part of the sentence that's being commuted. In other words, the jury's verdict isn't being altered.
Which is up to the Congress, which is controlled by the Democrats. So why do you think they're not impeaching him? Do you think it could be because things aren't as bad as you think?
