That wasn't the wording they used in authorizing this action. It has nothing to do with the exception that you copy/pasted from Wikipedia. The national guard has never been overwhelmed by any actions that they have partaken in the U.S., the wording used was to assist police in case riots were overwhelming and to assist in cases of natural disaster that the National Guard could not handle. There has never been such a situation. Therefore, the actions taken by the Government were not only entirely unnecessary, they were indeed illegal.
