osx86project.org — A few researchers from IBM are working on a new BIOS emulator for EFI based on the Boch's x86 emulator. This BIOS emulator is essentially an EFI application which serves to load and execute an emulated BIOS for older operating systems, including Windows, to use.

I think it was because most people couldn't understand the headline and needed it spelled out for them that it would mean that windows could be booted on a intel Mac

no, there are emulators that let MacOS run windows. This lets the machine "natively" run windows, without MacOS. It's a big difference.Sort of like the difference between masturbating to pictures of Lindsay Lohan and being Fez from That 70s Show. (only WAY geekier and less fulfilling, I imagine.)
