Weeks late but, Australian Design Rules for cars say your speedo must show at least 4kms over what you are actually doing, and can show up to 10% over your actual speed. Thus, if you're caught doing 103, your speedo will have probably been showing at least 110, which is probably why there's little compassion, since as far as you know, you're doing 10km/hr over the limit.
