Soviet, now Russian, and Chinese aircraft haven't been deterred from attacking us like that because of our incredible defensive measure. There was, and still is, a concept called MAD, Mutual Assured Destruction, that means the retaliation by any nuclear power to a nuclear attack would destroy the original attacker, even if the initial attack had destroyed most of the population centers of the victim. History is a good thing.
