That's an amazingly different phrase. The phrase "invented the Internet" means that he came up with the idea, put it down on paper, and implemented it. The phrase, "I took the initiative in creating the Internet" can mean a host of things, the main meaning being that Gore was a legislator who tried to get money and manpower for the various projects and initiatives that ultimately became the Internet.
