Is this an old report? Venturi principle? The Oxygenics showerhead already does this (<a class="user" href="http://www.oxygenics.com/magic.html">http://www.oxygenics.com/magic.html</a> - click the "Venturi" link) - my wife bought this showerhead a few months ago and it does, indeed, save a lot of water (something like 40% by my own estimates) while maintaining pressure.
