bloggerskills.com — Adsense's Terms of Service clearly states that no website may run non adsense contexual advertisements in the form of ads or links on the same page as Adsense. However, Google has been allowing certain sites to bypass this part of the TOS. Should this be allowed?

I think the threshold is measured in earnings, not impressions. These "special privileges" are nothing new. They've been well known for a long time. The webmasterworld.com Adsense forums are full of this type of info.
