Well, that is the case made by LEAP and the anti-prohibition movement. Not everyone who wants these laws reformed is a user themselves.There are millions of marijuana smokers, but they are not the majority. In order for these laws to be changed there needs to be a public outcry from all sectors of society about the waste and violence caused by prohibition.As bad as any drug is, the harm to society and the user is only made worse by treating the very serious problem of drug abuse as a criminal justice issue.
