It's Israel's responsibility as it maintaining a blockade. Mind you, you could ask Egypt to chip as they are holding the fort at Rafah for the moment. I'd be curious to hear their reaction. I don't think the electricity comes free, I seem to remember the EU being involved there. I don't know about the water.

@writieCan you provide a link?Also, how can you really expect Israel to negotiate with Hamas when Hamas' entire purpose is to destroy Israel?The first step to any negotiating is for Hamas to actually recognize Israel as a state.
