ldn.linuxfoundation.org — he purpose of this document is to help developers (and their managers) work with the development community with a minimum of frustration. It is an attempt to document how this community works in a way which is accessible to those who are not intimately familiar with Linux kernel development (or, indeed, free software development in general).

Actually if you used caps lock from the start of a textmode only virtual terminal (ie CTRL+ALT+F1, caps on, login) you would actually get a CAPS only terminal. Not sure how well it handles caps/noncaps filenames or how the password works if you have lowercase in it, but works it does.

Seriously, especially in plain text files. Idiots complaining about caps lock have probably never opened a readme file in their lives, or something.
